NO ITS VIETNAMESE
It may still be spoken by some older Vietnamese as a second language due to the control of Vietnam by the French from the mid 1800’s – 1941. Probably very little though. But it is just an educated guess.

French is a second language there. The dominant language is… Vietnamese. French is still taught in some schools but is slowly losing popularity as many of the youth don’t see a real reason to learn it since French was only needed way back in the colonial days there.
