Tôi nói tiếng Việt Nam is "okay" and "understandable" but the more common is just:
Tôi nói tiếng Việt – I speak Viet
Tôi nói tiếng Việt được – I can speak Viet
~or~ Tôi có thể nói tiếng Việt
— However,
If you are talking to certain Vietnamese, the honour issue kicks in and you must replace ‘I’ with your title regarding who you are talking to.
eg. replace ‘Tôi’ with…if:
Con…parents or uncles/aunties
Cháu…grandparents/old people or people similar age as parents
Also note that Tôi is the only true neutral form of ‘I’ in Vietnamese, so it is acceptable for people around your age but not elders.
