I asked about how to say "you" to strangers last time. This time I want to ask about "I". How do I say I to a stranger that is around my age? Do I just say toi? When is toi acceptable.
also how do you prounounce
"a ă â"
i know the first one is pronounced like "ah".

Tôi is generally OK. If you talk to the elders AND you are a lot younger than they are, use "Con" (pronounced like con man) or "Cháu". I have no idea how old you are. If you are in the 40’s or older, OK to use "Tôi" with old people (not that you are old but you are not young enough to call yourself Con).
About a, ă and â. The sound and name of ă is á (or a moon) and the sound/name of â is ớ (or a hat). Actually, ă and â can’t be by themselves. They must precede or follow a consonant (tắt, ấn, câm, tắm…) .
