I had set Vietnamese Language as one of the input language through Windows Control Panel - Regional & Language Options - Text services & input language. I can type most of the wording like ê ô â ẻ ã đ and so on..but I can't find how to type like ư - alphabet with marking (looks like aprostophe) beside.

Download a free unicode set and install it. I personally use VPSKeys from the Vietnamese Professionals Society (www.vps.org). Once installed, it can be configured for any key combo to type any Viet tone mark. It allows double stroke such as uu to make the ư, aa ă, oo ơ, ii ì, ee ê, dd đ.
for typing Vietnamese use Unikey (google for adress)
