There is ALWAYS one or two stores which are "in" with the foreign community. Its the best way to find tutors, maids, cooks or other good stuff from foreigners rotating home. You can speak to them personally, don't worry, it's not illegal or impolite even during their office hours working for the school. - My brother used to be an English teacher at a Foreign languages center in Vietnam and I think he can teach you Vietnamese.
