There are 2 problems:
1. How to make a blog!
2. How to write in Vietnamese language?
Which problem do you have?
I think there is no difference to create a blog in this language or that language.
1. I’ve never made any blog and will not answer Q1. You may do it better than I myself
My hint: go to http://www.yahoo.com.vn to see weather you can start anything from there
2. Writing in Vietnamese with accent (dấu):
download some freeware for writing this, unikey or vietkey
http://www.unikey.org/bdownload.php
http://cfl.vnu.edu.vn/TGKT/Vietkey.htm
I personally use Unikey.
You can inform me later whether you are successful in what you want to do. I would be very glad!
You have to set up your computer/keyboard to type certain languages.
Go here if you have a Windows XP computer:
http://www.microsoft.com/windowsxp/using/setup/winxp/yourlanguage.mspx
If you don’t, please let me know (update via the Additional Details of your question).
Use any Vietnamese font mode such as UniKey and VietKey that contains Unicode. You can choose to type in telex or VNI.
When your blog is typed in Unicode, anyone can read it with Vietnamese special tones.
Remember one tip: If you or your friends cannot read the words (all the words with tones appear in blocks), find Tools in the tool bar, go to Internet options, you can find accessibility block near the end of the box, go inside and choose the second block of "Ignore font styles specified on Web pages". Accept… and there you go.
Good luck!
