Does being able to conversationally use/speak sign language and Vietnamese look good for a resume?

If I can speak conversationally Vietnamese and can conversationally use sign language, does this look good for a college resume?

Certainly! Knowing other language is always a plus. Though it would be fair to note you have a conversation level knowledge of both languages. Just find a professional way to say it.
Those are both skills that not everyone has. I say put it on the resume. It shows commitment to learning and diversity.
